おつかれさまでした。今日は明治大学の法学部の問題でした。
少々長めで設問数も多いので大変だったと思います。

今日は個々の問題よりも、文章の内容が良かったですね。統計の見方についての文章でした。

"As for racial attacks, I went on to explain, we probably did have some figures but there were a number of serious problems with these."
「人種襲撃に関して言えば、われわれはおそらく何らかの数値をたしかに持ってはいますが、これらの数値に関しては深刻な問題点が多数ありますと説明した。」

"First, the only ones available were those gathered by the Metropolitan Police and it was widely accepted, both by the police and by those campaigning on the issue, that (ｵ)they represented but a small fraction of all incidents; the vast majority, perhaps as much as 90 percent, were not reported to the police."
「第一に、利用可能な唯一の数値は、警視庁が集めたものであり、しかもこの数値がすべての事件のごく一部分をあらわしているにすぎないということは、警察にも人種襲撃の問題に関する運動を行っている人びとにも広く認められていたのである。つまり、大多数(おそらく90パーセントも)は警察に届けられていなかったのだ。」

つまり、人種襲撃の事件の発生数の統計ではなく、警察に届け出があった数の統計であるということですね。

"Second, there was the problem of definition. The concept of racial attacks, as it is most commonly understood, refers to attacks which are in some way racially motivated. The definition used by the police, on the other hand, refers to ‘inter-racial incidents’; by which they mean incidents in which aggressor and victim come from different ethnic groups."
「第二に、定義の問題があった。人種襲撃という概念は、もっとも一般的に理解されているところでは、何らかの形で人種に関して動機づけられた襲撃を指す。他方、警察に用いられている定義は、「人種間の事件」を指しており、これによって警察が意味しているのは、襲撃者と被害者が異なる人種集団の出身であるような事件である。」

ただ人種の違う人同士が事件を起こすと、「人種襲撃」と考えられてしまう。つまり、定義上の問題があるということです。

"Third, there were problems in interpreting statistics such as these, because it is difficult to say whether the increases and decreases reflect the tendency to report incidents or the actual occurrence of the problem."
「第三に、これらの統計を解釈する際の諸問題が存在している。というのも、数値の増加や減少が、事件を報告する傾向を反映しているのか、問題が実際に発生したことを反映しているのかを述べるのは困難だからである。」

これは第一に挙げられたものと似ていますが、事件の増減を示した数値は、事件の報告件数なのか実際の事件の発生数なのかがわからないということです。

一部を取り上げましたけど、統計の数字って鵜呑みにしてはいけないですね。それは、問2の(E)の問題でも触れられていました。

(E)  What does the author want to suggest in this passage?
正解は、4.の、We should not rely too much on figures and statistics.でした。「数字や統計に頼りすぎるべきではない」ということです。

問3の設問は、
The author says that there are two types of evidence that the organizations such as the Runnymede Trust use, which are statistical information and (      ) (      ).
空欄補充でしたけど、
23行目の、"Statistics, it should be said, are not the only form of evidence used. The so-called case study is also frequently presented as proof. "をヒントに答えます。"case study"が正解になりますね。
